Job Responsibilities: The Process Safety Engineer will coordinate the process safety efforts across the site and interface with the appropriate EHS&S and manufacturing resources to resolve, implement and partner in the process safety requirements. Position will provide leadership and direction for the facility’s PSM program and ensure compliance with regulatory requirements, internal PSM policies and procedures; minimize process safety incidents while supporting site growth and maximizing business performance.
Senior individual contributor and SME in Process Safety that is consulted and contributes to ensure compliance with PSM and RMP regulations, as well as internal process safety standards in pursuit of company’s vision for an incident-free workplace.
Works with site leadership team to ensure compliance to regulations and global standards, assist with corporate and site policy development, participate in new process design and review, management of change, program design and deployment.
Consult and contribute to incident investigations where their specialist knowledge is required to bring best practice and innovative solutions for all aspects of PSM.
Provide advice and guidance on all PSM elements such as MOC, PSSR, PHA, Emergency Response, contractor training, process design, mechanical integrity program and operations recertification training.
Help develop/train in-house engineering and operations staff so that PSM practices become fully integrated as part of their area of responsibility.
Support scheduling and leading of Process Hazard Analysis (PHA).
Lead and facilitate PHA Team, report writing, documentation and recommendation closure with emphasis on developing internal capabilities within the manufacturing and operations team.
Participate in the review and approval of Management of Change (MOC) for the manufacturing team, as appropriate.
Ensure Process Safety Information (PSI) compliance is achieved, documented and maintained, as required.
Assist Maintenance with Mechanical Integrity compliance, with emphasis on safety instrumentation systems and critical safety devices (i.e., pressure relief devices).
Schedule and help conduct internal PSM surveillance audits, and participate in tri-annual PS compliance audits at other facilities as the SME in global compliance audit program (2-4 per year).
Coordinate and document training certification and recertification training.
Participate in Pre-Start Up Safety Reviews (PSSR) and Process Hazard Reviews (PHR).
Coordinate and help conduct Facility Siting Studies.
Track open action items from PHAs, PSSRs, and PHRs.
Participate with Engineering Teams during New Process Design reviews.
Responsible for and consult in job observations and hazard recognition, bringing and helping site leadership implement best practices.
Responsible for incident trend analysis and support sharing/leveraging learning throughout the organization.
Requirements:
Bachelor’s degree in Chemical Engineering, Occupational Safety & Health, or closely related degree required.
Minimum 5 years of project, technical, production and/or engineering experience in a chemical, petrochemical or closely related environment required.
Solid understanding of OSHA’s Process Safety Management “PSM” standard 29 CFR 1910.119, Safety Management, OSHA/EPA, RMP Regulations.
Demonstrated skills in risk-based decision making, effectively coordinating safety and business needs.
Experience with risk/consequence modeling desirable.
Strong leadership and interpersonal skills; a team orientation, as well as the ability to deal effectively with personnel at all levels (executives, managers, and non-managerial), within and outside the site.
Ability to handle multiple, competing priorities.
Experience in management of contractors and other technical resources a plus.
